What Permits Do You Need for an HDB Void Deck Party? (2026 Guide)

HDB void deck parties require approval from your town council, not HDB directly. The application is usually free, the process is straightforward, and most approvals come through in 5–10 working days. But there are specific gotchas that catch parents off-guard — especially around timing, inflatables, and noise. Here's the full process we've walked dozens of clients through.

Who Approves It — Not HDB

Void deck use in Singapore is managed by the town council that runs your estate, not HDB itself. There are around 17 town councils nationally (Pasir Ris–Punggol, Marine Parade, Tampines, Aljunied–Hougang, etc.) — each has slightly different forms, timelines, and rules. Start by identifying which town council covers your block; the info is on your monthly maintenance bill or on your town council's website.

Standard Application Process

StepWhat you doTiming
1. Identify your town councilCheck maintenance bill or town council finderDay 0
2. Download / collect application formMost allow online submission; some need a physical visitDay 0–1
3. Submit with event detailsDate, time, expected attendance, activities plannedDay 1
4. Wait for reviewCouncil checks: nothing else booked, noise compliant, activity acceptable5–10 working days
5. Receive approval letterEmail or post; print and bring on the dayDay 7–14
6. (If needed) Pay any administrative feeMost are free; some charge a token fee or refundable depositPre-event

Apply at least 2 weeks ahead, ideally 4 weeks. Last-minute applications (under 7 days) sometimes go through but more often don't — the council has no obligation to rush.

What to Include in the Application

  • Block number, void deck location (usually "under Block XXX"), specific time slot with start and end
  • Expected attendance — kids and adults separately if asked
  • Activities planned — be specific about anything noisy or large (bouncy castle, sound system, food stalls)
  • Whether you'll have vendors / commercial setups — councils often ask for vendor names and contact info
  • End time — most councils cap void deck events at 10pm, some at 9pm; plan accordingly

Common Rejection Reasons (Avoid These)

  • Another event already booked at the same void deck — book early to avoid clashes with another resident's wedding setup, religious gathering, etc.
  • Conflicting with regular community programmes (kids' tuition, eldercare gatherings) — check with the council if a regular event runs on your day
  • Inflatables without separate clearance — many councils require an additional approval for any inflatable equipment due to safety considerations
  • Commercial cooking on-site — most councils disallow open flames or grills
  • Alcohol — some councils restrict alcohol at void deck events; check before assuming
  • Religious or political content — restrictions vary; a birthday party is fine, but a religiously-themed celebration that draws non-resident worshippers may face additional review

Bouncy Castle / Inflatables — Extra Step

If you want a bouncy castle at a void deck, expect an extra clearance step. Most town councils require: (1) a copy of the vendor's safety certification, (2) confirmation that the inflatable will be securely anchored, (3) a designated supervisor. Some councils flat-out don't allow inflatables at void decks due to safety considerations. Ask the council during the initial application — don't assume.

On the Day — What You Need On-Hand

  • Printed copy of approval letter — keep it visible at your setup
  • Vendor names and contact info — sometimes asked by security or council inspectors
  • Estimated end time clearly communicated to vendors so packup happens before the cap
  • A clean-up plan — you're responsible for restoring the void deck to original state

If Your Application Is Rejected

Options when a void deck application gets declined: (1) ask for the specific reason and reapply with adjustments, (2) try a different day or time slot, (3) book your condo function room or a Community Club function room instead. CC function rooms are bookable through ActiveSG up to 30 days ahead at modest cost ($30–80/hour depending on club and slot).

Frequently Asked Questions

How early should I apply for void deck party approval?+

2–4 weeks ahead minimum. Some councils process within a week; others take 2 weeks. Don't assume — apply early.

Is there a fee for using the HDB void deck for a kids' party?+

Most town councils don't charge. Some collect a small refundable deposit for cleanup compliance. Check the specific form for your town council.

Can I have a bouncy castle at the void deck?+

Sometimes — depends on the town council. Some allow it with additional clearance and vendor safety certification; some don't. Ask in your initial application, don't assume.

What time does the void deck party have to end?+

Most town councils cap events at 10pm; some at 9pm. Plan your setup pack-up before this cap — "event ends at 10pm" usually means "vendor must be gone by 10pm".
